Sir,
I have the honour to inform you that I
consider it very desirable to take systematic measures
for the detection and prevention of waste of water
in the Colony, having regard to the increasing
difficulty in finding fresh supplies of water to meet
the ever increasing demand.
2.
I enclose a note prepared by the Water Engineer on the estimated cost of equipment and
maintenance of a waste detection service and also a
report on certain experimental waste detection work
which has been undertaken during the last year. The
full service envisaged in the first of these
enclosures must take two or three years to bring
into operation as the necessary waste detection
meters can only be purchased gradually having regard
to the staff available to supervise installation
and maintenance.

I propose as a first step to provide
$25,000 for the installation of waste detection
meters and equipment during the present year allowing
for approximately twenty meters and further that
